In 1875, the city of Kokand was captured by rebels led by the false Pulat Khan. Khudoyor Khan fled to Tashkent, to Kaufman. Although he had lost the throne, the former khan, who had a strong influence among the people, was somewhat dangerous for the Russians to live in Tashkent. Therefore, Kaufman sent Khudoyor Khan into exile in Orenburg, pretending to be sending him to St. Petersburg. Having barely lived in exile for two years, the former khan fled Orenburg.
