A Chinese company has several sectors of the Uruguayan State running after it. The result: since Temu entered the country in May, the number of packages that enter Uruguay without paying taxes, which we also call "franchises", has been doubling the usual monthly figure. According to the newspaper El País yesterday, in 2023 between June and November the month with the most packages was July, with 52,352 packages. This year, in the same period, with Temu in the field, in July there were 87 thousand, in August 97 thousand, and since September the number of packages per month has been exceeding 100 thousand, with a historic record of 115,191 in October. And the data for December is still missing, a month in which purchases from abroad usually increase. This sharp increase has already forced the Uruguayan Post Office to take measures to adapt to a much larger volume of packages almost overnight. And now Customs is also adapting its regulations, having been overwhelmed by the flood. Resolutions published yesterday by El País show this agency seeking to facilitate customs controls to avoid traffic jams, and also updating the liquidation and payment methods for packages outside the franchises, which are covered by the simplified tax regime and which have also grown. But it is not only the State that is affected by a jump of this size in purchases from abroad. What is happening with local merchants, who have historically criticized the franchise scheme?
