Lecture given by veterinarian Marilze Lazarini, technical manager of a large industry in the Midwest of Minas Gerais, explains the duties, technical skills and responsibilities of RTs in the animal products industry. What it means to be a Technical Manager José Geraldo Ribas* A Technical Manager is a qualified citizen, in accordance with the law that regulates his/her profession, who is given the power to exercise technical responsibility for a business. He/she has the duty to work to preserve the health, safety and well-being of the population, as well as to act in favor of the prevalence of public interest over private interest in the company in which he/she works. To achieve this goal, the Technical Manager must have as a standard of ethical and professional conduct the priority concern with quality control and consumer guarantee. He/she is obliged to be aware and conscious that his/her role is not merely to comply with a mere administrative formality, as it is intended to protect society against abuses and grievances committed. Therefore, the Technical Manager is required to report to the government agencies related to his/her area of expertise and to the Supervisory Board of his/her category. It is also important to note that he/she is responsible for his/her actions and omissions in the exercise of technical responsibility under the terms of the current legislation, which is a matter of public order. Video by Marcelo de Lima Cardoso This professional, a higher-level technician with broad discernment, has the duty to approve and reject products and services intended for the consumer. Thus, it is his/her role to point out flaws and defects, which is why he/she is essential in effectively participating in the technical decisions of the company to which he/she provides specialized services. That is why his/her fault, due to negligence, imprudence and incompetence, or omission, will result in the application of a penalty by the Supervisory Board of his/her category, with penalties ranging from a warning to the revocation of the right to practice the profession. In the case of veterinarians and zootechnicians, the matter is governed by articles 32 and 33 of Law No. 5,517 of October 23, 1968. It is important to emphasize that this administrative procedure, regulated by the Code of Professional Ethics, does not exclude civil and criminal action, which may be brought against the Technical Manager in the Judiciary. Finally, as can be seen, the exercise of the role of Technical Manager is considered by the government and society as having relevant social value because it is his responsibility to personally and directly monitor, with seriousness and competence, all the activities developed by the company to which he lends his technical skills.
