Space has developed to become, in the eyes of more and more countries, an operational domain alongside the land, sea, air and cyber domains. National doctrines are adapted and actors train and educate to demonstrate that they can and must be able to conduct military operations towards and through space. The shift it entails will have a major impact on Swedish defense capabilities and the capabilities of allies in NATO. The importance of space will continue to increase and several countries have made statements about how they view and respond to potential attacks on critical space systems. That space is becoming an increasingly large part of Sweden's security policy is highlighted in the national space strategy, which emphasizes the importance of taking into account Sweden's foreign, security and defense policy interests in space operations. The government has now prepared a defense and security strategy for space with measures to meet the challenges and threats that exist in the space domain and are interconnected with other domains. This seminar will highlight the challenges and conflicts of interest that exist within the space domain and how Sweden together with allies and within the EU will face them. What does the balance of power look like, what are the interests and goals of the major actors: the USA, China, the EU and Russia, and how does the Swedish strategy relate to international developments? The civil sector is and continues to be a major player in the space domain. The civil sector is a central part of the innovation and capacity found in the space domain. How the relationship between civil actors and state actors will develop when space becomes an increasingly central arena for geopolitics will also be an important issue going forward. 13:30 Introduction Pasi Huikuri, program manager for security policy at People and Defense New defense and security strategy for space Pål Jonson (M), minister of defense USA, China, EU and Russia in space Torbjörn Sundberg, research leader, FOI Sweden as a civil space nation Stefan Gustafsson, former head of strategy at the Swedish Space Corporation with a background in the Armed Forces and is now a board member and senior advisor in Space and Defense Preparedness through the entire threat scale Kristoffer Hultgren, functional responsible for space security, Swedish Agency for Community Protection and Preparedness (MSB) Sweden's defense capability in space Ella Carlsson, Head of Space, Swedish Armed Forces 14:50 The seminar ends
