Every day, 54 children and young people in Germany fall victim to sexual abuse, according to Federal Minister of the Interior Nancy Faeser. According to the Federal Criminal Police Office, the number of cases has increased by 20 percent since 2019. Why is that possible? For example, an educator has been repeatedly suspected and reported for sexually abusing children in various places in Germany over 40 years. Despite this, he remains in service with small children for decades - mainly in a community in Bavaria. His alleged crimes expire, investigations are discontinued and only rumors remain of the suspected cases. "Too many. Too many incidents. So many people have seen and noticed something. But there have been no consequences," says Ulrike Stahlmann-Liebelt, former public prosecutor and expert in victim protection. This documentation shows the systemic and institutional failure in protecting children from abuse and violence. Staff shortages, a lack of professionalism in the facilities and little awareness of protection concepts are some of the reasons why acts of abuse keep occurring. The Federal Government's Commissioner for Child Abuse, Kerstin Claus, complains: "I find it frustrating, to put it bluntly, that we as a society probably have more of an idea of checking which car has to meet which criteria in order for me to buy it. Instead of knowing which criteria I have to meet in order to properly protect a child." The ARD story is based on the documentary "Sent-away children. Abuse and violence during children's health resorts" (ARD 3.7.2023). In it, two men accuse the educator of having sexually abused them in the 1980s in a children's health resort in Niendorf on the Baltic Sea. The broadcast of the program caused a lot of uproar in Bavaria.
