Art. 4. The State's duty to provide public school education shall be fulfilled by ensuring: I - free and compulsory basic education from 4 (four) to 17 (seventeen) years of age, organized as follows: a) preschool; b) elementary school; c) high school; II - free early childhood education for children up to 5 (five) years of age; III - free specialized educational services for students with disabilities, global developmental disorders, and high abilities or giftedness, transversal to all levels, stages, and modalities, preferably in the regular school system; IV - free public access to elementary and high school education for all who did not complete them at the appropriate age; V - access to the highest levels of education, research, and artistic creation, according to each individual's ability; VI - provision of regular night school, adapted to the student's conditions; VII - provision of regular school education for young people and adults, with characteristics and modalities adapted to their needs and availability, guaranteeing those who are workers the conditions to access and remain in school; VIII - assistance to students at all stages of basic education, through supplementary programs of teaching materials, transportation, food and health care; IX - minimum standards of quality of education, defined as the minimum variety and quantity, per student, of inputs indispensable for the development of the teaching-learning process appropriate to the age and specific needs of each student, including through the provision of appropriate furniture, equipment and teaching materials; X - a place in the public preschool or elementary school closest to their residence for every child from the day they turn 4 (four) years old. XI - full literacy and gradual training for reading throughout basic education as indispensable requirements for the realization of learning rights and objectives and for the development of individuals. XII - digital education, with the guarantee of connectivity of all public institutions of basic and higher education to high-speed internet, suitable for pedagogical use, with the development of skills aimed at digital literacy of young people and adults, creation of digital content, communication and collaboration, security and problem-solving. For the purposes of the provisions of item XII of the caput of this article, the relations between digital teaching and learning must provide for digital techniques, tools and resources that strengthen the teaching and learning roles of the teacher and the student and that create collective spaces for mutual development.
