Art. 10. The States shall be responsible for: I - organizing, maintaining and developing the official bodies and institutions of their education systems; II - defining, with the Municipalities, forms of collaboration in the provision of elementary education, which must ensure the proportional distribution of responsibilities, in accordance with the population to be served and the financial resources available in each of these spheres of Public Power; III - preparing and implementing educational policies and plans, in accordance with the national education guidelines and plans, integrating and coordinating their actions and those of their Municipalities; IV - authorizing, recognizing, accrediting, supervising and evaluating, respectively, the courses of higher education institutions and the establishments of their education system; V - issuing complementary standards for their education system; VI - ensuring elementary education and offering, with priority, secondary education to all who require it, in compliance with the provisions of art. 38 of this Law; VII - assume responsibility for school transportation of students in the state school system, allowing their respective teachers, on authorized stretches, to use vacant seats in the vehicles; VIII - establish, in accordance with the law set forth in art. 14, School Councils and School Council Forums. IX - coordinate with the respective Municipalities so that the provisions of item VII of this caput and item VI of the caput of art. 11 of this Law are complied with in the manner that best meets the interests of students and teachers. Sole paragraph. The Federal District shall be subject to the powers of the States and Municipalities.
