Speech by P. Polakis at today's plenary session of the Parliament during the discussion of the 2025 budget. Main points of the speech: The budget you have submitted reflects the breakdown of the social contract since the change of government. A breakdown that you are attempting in a very clear way during the 2nd four-year term of your government. The development model you are proposing to the Greek people includes the development of tourism with four-star and five-star hotels, and industrial renewable energy sources, a gift to ten groups. At the same time, you continue the devaluation of work and the destruction of small and medium-sized enterprises. Through over-taxation, exclusion from financing and the resources of the Development Fund, you are dismantling small and medium-sized enterprises by transferring profits to large groups. The New Democracy government is the traffic cop in transferring 18 billion euros from the pockets of ordinary people, which end up: 4 billion in banks, 3 billion in energy companies - with PPC dragging the dance of speculation - 3 billion in refineries and 7 to 8 billion in supermarkets and wholesalers. You set a target of 2.1% of GDP surplus and you reached 2.9% based on the commission's report. This means that you have an additional revenue of 1.8 billion euros this year. Why don't you give it to pay the 13th salary? If we set a target of a primary surplus of 1%, with growth at 3%, we could secure 13.8 billion euros to support small and medium-sized enterprises, jobs and to produce new wealth. For the banks: You received 40% of the shares of National Bank and sold 32% for 1.756 billion euros. All this when the recapitalization of National Bank alone cost us 9.75 billion euros in 2014. If we include the difference in the share upon sale, we have a loss for the state from National Bank alone of 8.5 billion euros. Why not take it back? Let me tell you 3 ways to take it back: first, use part of the surpluses of the following years with the aim of taking 34% of the deterrent minority and 50% over a 5-year period. Second, a guarantee to the Deposit and Loan Fund for the issuance of a bond loan of 4 to 5 billion euros for the purchase of National Bank shares. Third, another calculation of the deferred tax - instead of 30 years, 60 years - will give us 7.5 billion euros. What have the Greek Banks achieved? The difference in interest rates on deposits and loans is the largest in the entire European Union and reaches 4.88%, when in Europe it is 1.61%. All this is superprofit, 2.1 billion euros this year and another 1.8 billion in 2023. What should we do with this money? Double the salaries of doctors and give a 50% increase to the rest of the healthcare staff. Give a 500 euro increase to 100,000 teachers. And a word about the Ministry of Health: during the SYRIZA government, we implemented a hospital equipment upgrade program worth 220 million euros by cutting back on spending and managing it properly. The New Democracy government until recently had not allocated even 1 euro for equipment, out of the 1 billion of the Recovery Fund for health. Now that we have raised the issue in Parliament, Mr. Georgiadis, by slashing various programs such as hospital care at home, is giving 50 million for equipment. We secured 220 million euros within memorandums and New Democracy, with the taps open, 50 million. You can fool a few for a long time, but you cannot fool everyone forever.
