After checking with technicians, it has now been confirmed that this is not correct. The difference of 1 watt/25 watts in the transmission power does not change the volume of what is spoken at the receiver. The technicians pointed out, however, that a system set to 25 watts of transmission power that is very close to the receiver (e.g. in front of a lock or harbor master, boat in the immediate vicinity) can result in the receiver no longer hearing the spoken text but only a loud noise signal because the receiver is overwhelmed by the very close, very strong transmission.
