Being entitled to political rights means being able to register to vote (i.e., register to vote - what we call “getting a voter registration card”), as well as being eligible to run for an elected office, or to be appointed to certain non-elective public offices. It also means having the right to vote in elections, plebiscites and referendums, to submit bills through popular initiative and to propose popular action. Those who are not entitled to political rights cannot join a political party or hold any public office, even non-elective. Political rights include the rules that allow participation in the electoral process, whether as a voter or as a candidate. Electoral capacity is divided into active and passive. Active capacity is the right to VOTE. In order to have the right to vote, it is necessary to register to vote. By registering to vote (getting a voter registration card), we say that the person officially becomes a citizen. Citizenship is synonymous with having political rights. Voter registration is mandatory for all literate people between the ages of 18 and 70. It is optional for illiterate people, those between the ages of 16 and 18, and those over the age of 70. It is PROHIBITED for foreigners and convicts. Passive electoral capacity is the right to be voted in an electoral process. The requirements for passive electoral capacity are also called eligibility conditions.
