Here is one of the many blending techniques in Photoshop to create highlights in an image. A very effective way is to create a layer with a neutral gray color and change the blending mode to Overlay. Apparently nothing has changed but as soon as we brush a color into the layer, it lightens or darkens the image based on the selected color. The operation is similar to dodge and burn.
