In Russia, 1.3 million people need palliative care every year, but not all of them can fully realize their right to quality of life — less than 200,000 people in 2017. This situation can be corrected if we systematically approach the problem of accessibility of care at the end of life. The priority project on palliative care, developed in 2016-2017 with the support of experts from the Open Government and the Vera Foundation, offers an action plan to make professional care at the end of life and pain relief available to everyone in need, regardless of age, status and income.
