There is a shortage of nursing staff in Germany. But the job market is empty. Therefore, more and more medical facilities are relying on recruiting skilled workers from abroad. The majority are recruited through private recruitment agencies - a lucrative business. Clinics pay up to 21,000 euros to recruit a nurse. But the market is completely unregulated. "We won't make it without international nursing," says the nursing director of a large hospital. In 2020, an average of around 36,000 nursing positions remained vacant. The number of foreign nursing staff has risen rapidly in recent years. Last year, around 208,000 employees were without a German passport. Almost three times as many as in 2013. More than half of these now come from countries outside the EU such as Bosnia, Serbia and the Philippines. But also from Latin America. How is the business of recruiting foreign nursing staff going? ZDFzoom reporter Carolin Hentschel takes a look behind the scenes of recruitment. The intermediaries usually guarantee the nursing staff their services free of charge: an employment contract with a German clinic, a German course, help in dealing with the authorities and finding accommodation. However, the intermediary contracts often contain hidden costs and commitment clauses. If things do not go as planned, the nursing staff are often asked to pay several thousand euros. Amounts that many of them cannot afford. Christiane Tenbensel from the "Support Fair Integration" project in Dortmund advises nurses who have been recruited for the German market on a daily basis. People seeking help with debts who are under great psychological and physical stress are not isolated cases. Politicians are aware of the problems on the intermediary market. Nevertheless, they are relying on voluntary participation instead of creating binding legal regulations: intermediaries who place people according to fair and ethical standards will soon be able to apply for a voluntary seal of approval.
