[Anchor] The Ukrainian military has used long-range missiles, ATACMS, for the first time to attack the Russian mainland. Tensions are rising as the war has passed 1,000 days ago. We will now talk in detail with former Ambassador Park No-byeok, who served as ambassador to both Russia and Ukraine. Welcome. [Park No-byeok] Hello. [Anchor] First of all, Ukraine has attacked the Russian mainland for the first time using ATACMS approved for use by the United States. How much damage was there? [Park No-byeok] It has been reported that an attack occurred on a weapons warehouse in Bryansk, Russia. Around 12 locations were exploded, and since those are where Russia stores ballistic missiles and ammunition that it received from North Korea, it appears that it hit the expected target. Six missiles were launched, five of which were intercepted by Russian air defense missiles and one struck, which is known to have caused a chain reaction. [Anchor] You said that they hit the expected target, but weren’t there other observations that predicted the Kursk region before? Why was it Bryansk and not Kursk? [Park No-byeok] Bryansk is right next to Kursk. The US also said that they were targeting Kursk, but the White House said that they were responding with the North Korean military dispatch in mind. So I think they struck the North Korean weapons, considering them as weapons that would be used in the Kursk region in the future. [Anchor] If it was a backlash against the North Korean military dispatch, it could have been Kursk, where the North Korean military is stationed. Should we consider that they are still adjusting the level? [Park No-byeok] Yes. I think we should see it as a warning message. There are still a number of ATACMS missiles that Ukraine can use, so we will have to wait and see, but there is a possibility that the battlefield will become very intense, and so it is understood that they sent it as a warning in advance. [Anchor] Russia has relaxed the conditions for using nuclear weapons after four years in a tit-for-tat manner, and didn’t Putin approve the revised nuclear doctrine? What is it about? [Park No-byeok] That was already announced during the security meeting on September 25. There are two major differences. One is that a country like Ukraine, which does not possess nuclear weapons, receives support from Western nuclear powers like the UK, France, and the US, and attacks Russia, posing a very serious threat. If you look at the difference from before, this is a case where it threatens the existence of the country, and this has been significantly strengthened. The second is the use of conventional weapons. There are many types of conventional weapons, but it is surprising that drones are included among them. However, for Russia, the threat of controlling the West's support for weapons in wars and such is strong first and foremost. In order to actually use nuclear weapons, nuclear weapons are maintained by the balance of nuclear use and deterrence, but the situation is not so urgent or difficult that they would use nuclear weapons, so this is being interpreted as a warning or an attempt to put pressure on the West, and the White House is interpreting it that way...
