For cars with an engine of up to three liters, the rate will increase from the current 844 thousand to more than one and a half million. Electric cars and plug-in hybrids will be left alone for another year, but from 2025 the rate for them will be identical to cars with internal combustion engines of up to two liters. However, the growth of the recycling fee is planned to be soft for business. Let's take into account that since 2021, the average weighted prices of new cars in Russia have been growing rapidly and have already reached 3.24 million rubles. The most common recycling fee is 10% of this price - this is even less than the average car dealer margin. In fact, only the nearest increase is planned to be significant, by 85%. Further, the recycling fee is intended to be raised by 17-20% per year, and from 2027 - by about 10% per year. That is, the Ministry of Industry and Trade reasonably links the recycling fee to the forecast for the rise in car prices. Why is all this necessary? The recycling fee is charged for each car sold in Russia, and only local manufacturers can count on its partial or full compensation. In fact, one of the reasons for the increase was the discounts that returned after four years of a deficit market. Thus, sellers of purely Chinese equipment like Chery or poorly localized Russian equipment like Moskvich, Kaiyi and BAIC reduced prices by hundreds of thousands of rubles. Lobbyists for the recycling fee, such as AvtoVAZ, believe that if foreign competitors can make discounts greater than the recycling fee without much damage to themselves, then the amount of the fee is ineffective. Therefore, indexation of the recycling fee may not lead to a significant increase in prices across the entire market. Especially if demand collapses following the increase in the key rate and the rise in the cost of loans - in this case, importers will have no choice but to include the recycling fee in their costs.
