Currently, the injured party has information that must be verified for the presence of a crime under Article 293 of the Criminal Code of the Russian Federation (negligence) on the part of officials, that is, failure to perform or improper performance of their duties due to bad faith or careless attitude to service or duties related to their position, if this resulted in the death of two or more persons through negligence (part 3) by officials - Specialists servicing the movement of aircraft and ground rescue services of JSC Sheremetyevo International Airport (SPASOP). Namely, the organization of fire extinguishing and emergency rescue operations on aircraft, territory and infrastructure facilities of JSC Sheremetyevo International Airport is carried out by Specialists servicing the movement of aircraft and ground rescue services and is regulated by federal legislation and regulatory legal acts. As follows from the case materials and video recordings from the scene, rescue service specialists committed significant violations of their official duties, which resulted in the death of 41 passengers. 1. Despite the distress signal 7700 sent from the plane, the first crew arrived at the scene not simultaneously with the aircraft, but two minutes after the aircraft had completely stopped, which, given the rapid development of the fire, contributed to the death of more people. From the video recording of the air crash, as well as from the results of the fire-technical examination, it is clear that the aircraft caught fire at 18:30:18 (the command "fire in the rear baggage compartment" was registered), the aircraft completely stopped at 18:30:37. According to the fire-technical examination data, which is included in the materials of the criminal case and was carried out on behalf of the Investigative Committee, the fire in the aircraft cabin was detected at 18:30:54, that is, almost 17 seconds after the aircraft completely stopped. Moreover, according to the estimated time, evacuation from an aircraft of this type takes 1.5 minutes.
