As part of the implementation of the Government's Action Program, several Administrative Cities are under construction throughout Benin. However, in this same vein, if there is an absolutely incredible and majestic offer that is taking shape before our eyes, it is the Ministerial City. It is unique in its kind and is being built in Cotonou. The Ministerial City, whose construction is well advanced, stands on the edge of the Boulevard de la Marina opposite the Palais des Congrès, overlooking the statue of the Amazon. This pharaonic infrastructure will concentrate 20 ministries on the same site. The project was designed to centralize ministers' offices, offering the civil service a unified and modern working environment, while considerably reducing lease costs. It is indeed an open secret that the costs related to the rental of buildings used to house government services are enormous. Yes, public service real estate costs the national budget dearly. Faced with these heavy burdens, the Beninese government has taken significant measures to reduce public spending and optimize the functioning of its administration. And this is one of the reasons for the existence of the Ministerial City of Cotonou. Above all, a clear choice to improve the working conditions of public sector employees. The Ministerial City is part of a global strategy aimed at offering government employees a functional and modern working environment that optimizes the management of public affairs and significantly improves their productivity. Furthermore, it is not only about individual productivity, but also collective productivity, because the physical centralization of ministries also makes it possible to reduce delays in administrative processes. Characteristics of the Ministerial City The site of the Ministerial City covers 5 hectares and includes a series of modern infrastructures, designed to offer an optimal working environment. Large-capacity buildings This jewel consists of ten R+5 type buildings, offering a total of 60,000 m² of offices for Ministers, their offices and central services. These buildings meet modern standards in terms of functionality and energy efficiency. Additional facilities The Cité also includes a R+5 block composed of buildings dedicated to catering services and a car park with a capacity of at least 500 vehicles. Green spaces have also been developed to enhance the site, offering workers and visitors a pleasant setting conducive to concentration. Integrated management The economic model of this project is based on a partnership with the Société Immobilière et d'Aménagement Urbain (SImAU), which is responsible for mobilizing financing, managing construction and ensuring the operation of the Cité. SImAU will receive rental income from the State, which it will use to reimburse construction costs, while the final ownership will revert to the State. What are the impacts and prospects for the public administration? Beyond the rental savings to be made, this Ministerial City will allow for the introduction of better functionality of ministerial offices and will constitute a quality working environment, conducive to a more dynamic and responsive administration. At the same time, this project will also contribute to boosting the local economy by offering employment opportunities at various stages of its implementation.
