Hardly any other issue divides Europe more than migration policy. Since the refugee crisis in 2015, the EU's stance has changed from a culture of open arms to a policy of closed doors. Julia Rech and Ulf Röller's report accompanies EU Home Affairs Commissioner Ylva Johansson in Brussels and Berlin. Johansson wants the migration pact to succeed. She speaks to Nancy Faeser and visits the Tegel reception centre in Berlin, which is overflowing with more than 4,000 refugees. Frontex chief Hans Leijtens is responsible for border protection. His task is to secure Europe's borders, prevent more refugees from drowning in the Mediterranean and prevent pushbacks. The report team accompanies him on a Frontex mission off the Greek coast. The report shows the departure points of migrants bound for Europe. Tunisia is an important transit country and therefore crucial to the EU's goals. The EU wants a pact in which Tunisia will stop refugees, return them and take action against human traffickers, and in return Europe will provide money, equipment and training. Can this be achieved without betraying human rights? In Albania, Prime Minister Edi Rama plans to support Europe in managing migration. Albania offers to accommodate refugees in reception centres. An emergency procedure would decide whether refugees are taken to the EU, Italy or repatriated. Najib Mohabib, a young Afghan, lives in Bosnia. He shares his fate with many refugees. His brother drowned at the EU's external border, in a river that marks the EU's external border in Croatia. Najib Mohabib is now trapped in Bosnia, but refuses to give up his dream of founding his own company in Germany.
