Thanks to the Armed Forces, especially the Navy, we put order and guaranteed public safety at that important air terminal. The former general director of the AICM, Carlos Ignacio Velázquez Tiscareño, who served in the position from June 2022 to March 2024, was tasked with “improving service, security, and putting order.” He explained that upon his arrival and after a diagnosis, various irregularities were detected: a lack of authority, lack of communication and poor coordination, corruption in immigration and customs areas, delays in all passenger service processes and airlines favored their commercial purposes outside the law, spaces occupied illegally and tolerated in an unjustified manner. During his administration, he pointed out, the maintenance investment reached 2,069.2 million pesos between 2022 and 2023, distributed across runways, platforms, taxiways and operational areas, terminal buildings, equipment and electrical systems. For his part, the current general director of the Mexico City International Airport (AICM), José Ramón Rivera Parga, reported that this year's investment for the air complex amounts to 2,200 million pesos, aimed at maintenance, conservation and modernization works. Of these resources, he said, 1,495 million pesos correspond to fiscal resources and 705.7 million pesos are the terminal's own. The financing will be directed to the purchase of security equipment for luggage, X-ray machines and explosive detection equipment, as well as the rehabilitation of runways 05 Right - 23 Left, which includes the replacement of asphalt, the adaptation and restructuring of electrical circuits and the modernization of lighting systems. We emphasize the importance of providing resources to countries in Latin America and the Caribbean as a fundamental measure to contain migration. The United States Congress does authorize resources for war, but not for the people of Latin America. There is a double standard. We have to address the migration phenomenon by helping poor people in their places of origin so that no one is forced to emigrate. The Government of Mexico, as a humanitarian matter, invests 150 million dollars in social programs in countries where there is greater migration. The amount exceeds what the United States contributes. This action seeks to avoid all types of risks to which migrants in transit through Mexico are exposed. Relations with the United States government and President Biden are good. We will continue to be a free, independent, and sovereign country in decision-making. Based on this understanding, the migratory flow on the northern border has been reduced since January of this year to date. It went from an average of 12,000 people per day in December 2023 to around 6,000 people currently.
