The third axis of decentralization has exposed the human resource deficit in local authorities in Senegal. In order to address this need, Cheikh Anta Diop University, in its mission to support public policies, created the Institute of Territorial Governance (IGT), nestled in the heart of ESEA. "We started in 2016 with a professional license in territorial governance and local development. One of the particularities of the institute is that it is an alternating training: a first semester of teaching and a second semester of practical work in the field," explains Director Momar Diongue. Hence the use of a large number of professionals in the training. In addition, despite its youth, the IGT quickly established partnerships both in Senegal, particularly with the municipalities, but also internationally.
