On the afternoon of the 25th, Hyogo Prefecture Governor Saito Motohiko appeared as a witness for the third hearing of the 100-Article Committee on the issue of whistleblowing documents. The governor stated that he recognized the documents sent by the former prefectural executive as "highly defamatory overall," and reiterated his previous assertion that "there was a lack of objective evidence and specific testimony, so it does not meet the requirements for protection as an external whistleblower." He also explained that the reason he did not recognize the documents as whistleblower was that "there was a testimony that it was a collection of rumors." Meanwhile, the committee member who asked the question pointed out that "there is no need for the truthfulness of the documents to determine whether they are whistleblower or not," and that "objective evidence is not necessary at the time of notification of the documents."
