Faced with this situation, the government of the time was forced to take quick measures, and one of these measures that was evaluated as a solution to avoid social conflicts was the redistribution of land. In this period, the country had an area of 700 thousand hectares of agricultural land. Two months after the establishment of the Stability Government in July 1991, the draft law 7501 was presented to the Parliament, which would define the foundation of agricultural property in Albania, which had just emerged from the savage period of communism. The presentation of this law in the Assembly came after a series of requests from the deputies of the time, who identified as a problem that in their areas, encroachments and conflicts between residents regarding property issues had begun to appear.
