It was a secondary battlefield of the Cold War, a part of the world that the superpowers didn't care too much about. And then in April 1974, in the Carnation Revolution, Europe's longest-lasting authoritarian regime was overthrown, and military advisers, spies, mercenaries, and help with weapons and ammunition began to come to that part of the world. As if that wasn't enough, the two countries have sent tens of thousands of troops there. One of those countries was on an island at the other end of the Atlantic Ocean.
