Only the line-of-sight component is known from precise spectroscopic measurements. If you look at a galaxy almost point-blank, it will rotate mostly in the plane of the sky. This can mislead observers into thinking that the galaxy is actually rotating very slowly, so the tilt between the planes of the disk and the sky needs to be re-estimated. This tilt was estimated based on how elliptical the galaxy appears. As a result, the galaxy may be much closer than observers assumed. This confirms that the galaxy rotates much faster, thus disproving the MOND theory. (Gravity and dark matter don't exist?
