German authorities are ill-equipped for digital progress. Changing your place of residence, registering a car, applying for an ID card is usually a game of patience. The only things that can be booked digitally are appointments for official services that can be done online in other countries. Citizens and officials are angry: No matter what you look at - administration, police or health service - Germany is often left behind digitally. Outdated software and operating systems, overwhelmed IT and a lack of equipment have serious consequences. The pandemic in particular has ruthlessly exposed this. There were stacks of fax messages from laboratories that had to be manually typed into computers by the already overworked employees of the health authorities. This not only endangered people's lives, but also shook faith in the well-organized German administration. It took almost ten years for the program for the uniform data exchange between laboratories to be completed - a prime example of the IT misery in the authorities. The situation in the police is particularly alarming in the German digital disaster. Federal and state security authorities are so poorly networked that they still cannot exchange detailed data on investigations or criminals with each other at the push of a button. The consequence: crimes are sometimes not prosecuted. The reasons: decades of software proliferation, a lack of nationwide standards and interfaces, a lack of staff, insufficient knowledge, little awareness of the problem and a lack of political will. ZDFzoom authors Steffen Mayer and Joachim Ottmer set out to search for clues, asking those affected and those responsible to find out: Are German authorities being completely left behind digitally?
