When harvesting deadwood, the remains of tree trunks and branches lying on the surface of the ground are collected, which are not logging residues in places where logging operations are carried out, and (or) formed as a result of the natural death of trees, when they are damaged by pests, windfall, snowfall. Deadwood is tree trunks or their parts (branches, branches) that have fallen to the ground as a result of natural biological processes (drying out, damage by insects, stem pests, damage by forest diseases, disruption of the integrity of the root system, etc.) or under the influence of unfavorable environmental factors, which have lost their technical qualities and commercial value. Please note that it is strictly prohibited to saw logging residues and remove them from the forest. It is prohibited to collect deadwood in logging areas and in places where logging operations are carried out. For the purpose of cross-cutting (transverse division) of tree trunks, as well as for separating branches and twigs, it is allowed to use tools (axes, loppers, hand, gasoline and battery chain saws and other tools). Hand-held devices intended for transporting goods (wheelbarrows, carts and other devices), as well as vehicles, may be used to remove deadwood from the forest. The use of vehicles by citizens to remove deadwood from the forest is allowed, subject to compliance with the restrictions established by state authorities and local governments on the entry of vehicles into forests in order to ensure fire safety in forests, sanitary safety in forests, prohibitions on the presence of vehicles in protective forests outside of designated areas and the movement of vehicles outside of existing forest roads. When harvesting deadwood, citizens are required to eliminate the possibility of causing harm to the environment, including taking measures to preserve forest stands, undergrowth of forest stands, young trees, unclosed forest crops, to clear deadwood harvesting and loading sites from bark, chips, other large remains, as well as from waste and garbage generated during harvesting. Stacking and storing harvested deadwood in the forest is not allowed. Deadwood harvesting is carried out during daylight hours. Deadwood harvesting at night is allowed in cases where it is intended for use in heating temporary buildings (structures) and mobile objects located in the forest, or for lighting an open fire. Deadwood harvesting in specially protected natural areas may be carried out in cases where the special protection regimes established in relation to the said areas allow the possibility of its implementation.
