We propose strengthening the CFE as a public company so that consumers do not pay more. The proposed constitutional reform conceives electricity as a human right. Article 28 will be modified to preserve the nation's energy security and self-sufficiency through the state-owned company and to provide the people with electricity at the lowest possible price, avoiding profit. The Mexican State is responsible for the national electrical system and its control. It states that public internet service is strategic. In the reform, Article 27 determines that public companies cannot have precedence over public companies. Currently, the system derived from the neoliberal period gives preference to private interests. Article 25 eliminates the concepts of "productive state company" and "best practices" because they are neoliberal definitions and must differentiate public companies from private ones. We have completed and delivered 2,750 branches of the Banco del Bienestar. Now the resources from the Programs for Well-Being arrive directly, even in the most remote communities. Thus, for the first time, 998 municipalities had a bank. Currently, 9,114 women and men living in the communities where the banks are located collaborate. In specific regions there are speakers of indigenous languages depending on the region. The states with the most branches are: Oaxaca, 262; Veracruz, 252; Puebla, 235; State of Mexico, 230; Chiapas, 210; Jalisco, 129 and Guerrero, 121. The operation of the Banco del Bienestar is a reality thanks to the inter-institutional work of the Secretariat of Welfare, the General Coordination of Welfare Programs and the Federal Electricity Commission (CFE), which consolidated electrical and internet connectivity in all facilities. The project had an investment of 15,299 million pesos and generated 90,750 direct jobs. The goal for this year is to benefit 28 million people incorporated into the Welfare Programs. That is, of the 35 million households in the country, 79 percent will receive at least one federal support. The budget for social initiatives is 745 billion pesos, a historic figure. Due to the electoral process, payments for all programs were advanced. Once the electoral process is concluded, the remaining payments will be resumed. We explained the contribution of our migrant brothers to the development of the United States; it is fair that those who have been in that country for years be recognized, respected, and rewarded with the legality of their stay.
