Darius I (522-486 BC), who came to the throne without being the heir of Cyrus the Great, was a pioneer in promoting the division of the Achaemenid Persian Empire into provinces or satrapies – administered through a tax system – in minting coins among the Persians and in writing down the language of the ancient Persians in cuneiform script, as well as in connecting the different territories, which extended from the Black Sea and the Russian steppes to India and Egypt, through a network of royal roads.
