Fabien is a repeat offender. He has over 30 convictions for theft and trafficking. He spent 16 years in prison and to serve the last months of his sentence, the judge allowed him to wear an electronic bracelet. This noose that he wears 24 hours a day is connected to a team of guards who check that he is home in the afternoon. Because the 10,000 bracelet wearers, petty criminals or prisoners at the end of their sentence, are not free. They have schedules to respect and if they are late, they risk going back to prison. A system that in principle works well since only 700 prisoners out of 10,000 return.
