Organized by the National Council for the Evaluation of Standards and LexisNexis France under the scientific direction of Pierre de Montalivet, professor at the University of Paris-Est Créteil (Paris XII), this conference takes as its starting point a known and shared inventory, namely the ills from which the law suffers (inflation, instability, qualitative degradation) and the solutions recommended to put an end to them (respecting the areas of law and regulation, improving the legislative quality of texts, conducting ex ante and ex post evaluations, etc.). Progress has been made since the founding report of the Council of State in 1991 (the consecration by the Constitutional Council of certain dismemberments of legal certainty, the legislative guide, the laws simplifying the law, the development of impact studies, the possibility of referring a bill to the Council of State for its opinion, etc.). However, much work remains to be done. Improving the quality of law depends as much on changing practices and representations as on reforming the texts themselves. It is nothing less than changing our normative culture, as recommended by the Council of State in 2016. The conference aims to bring about this change in normative culture, by innovating both in form and substance. In terms of form, in the framework of round tables chaired by an academic, it brings together in a contradictory debate all the stakeholders concerned: those who make the law, those who interpret it and those who apply it, whether they are speakers or participants. In terms of substance, the round tables focus discussions exclusively on the means of effectively implementing the recommendations made long ago and of extending or generalizing the good practices identified, whether or not they are already implemented.
