In the Democratic Republic of Congo, more than 70% of the population lives on less than two dollars a day and unemployment is increasing in the country. The Kulunas are highly organized groups, who respect an orderly hierarchy, like a general staff. Khalifa, 24, is one of these feared gang leaders. A daily life of drugs, theft, racketeering and violent street clashes between rival gangs, armed with machetes, their weapon of choice. After two decades of impotence, police operations are increasing. A specialist in the fight against gangs, Colonel Bienvenu crisscrosses the alleys of the poorest neighborhoods of Kinshasa with his men to arrest the Kulunas, often denounced by the population with the support of videos filmed by residents. The delinquents are transferred to a military re-education camp, recently inaugurated by the government and located three hours by plane from the Congolese capital. By forcibly removing them, far from arbitrary arrests and subjecting them to military discipline for several months, the authorities hope to reduce crime.
