Add 4 cups of boiling water. Stir them, cover them and leave them aside for 30 minutes. Then add the flour, starch, spices and onions, mix them and knead them with oil to get a smooth dough. Put the dough in the refrigerator for 30 minutes. To prepare the filling, in a frying pan with a little oil, add the minced meat and stir until its color changes, then add the onions and spices. Put the filling in another plate and leave it to cool, then add fried pine nuts to the filling. We wet our finger with a little oil and start forming kibbeh balls, stuff them with meat and close them. Put them on a plate with kitchen nylon. Put them in the refrigerator to cool a little. (Or you can separate them in the freezer and once they freeze, put them in bags). Fry the kibbeh in plenty of hot oil over medium heat until they become golden.
