Today I'm going to talk about the Fundamental Principles, which are Title 1 of the Federal Constitution, and which comprise articles 1 to 4 of the Constitution. In article 1, which talks about the fundamentals, the most common trick to remember is to use the mnemonic SOCIDIVAPLU. The foundations of the Federative Republic of Brazil are sovereignty, citizenship, human dignity, the social values of work and free enterprise and political pluralism. Regarding article 1, it is also important to highlight that our form of government is Republican. And our form of State organization is the Federation. It is through the indissoluble union of States and Municipalities and the Federal District that the Federative Republic of Brazil emerges. Attention: territories are not part of the Federation. Territories are just an administrative decentralization of the Union, in the form of territorial autarchy. The federation is the result of a federative pact. States, Municipalities and the Federal District give up their eventual sovereignty, in favor of a larger entity, which is the Federative Republic of Brazil. There is no right of secession, that is, there is no right for a state to want to leave, as there is an indissoluble union. Even the federative form is a permanent clause, that is, it cannot be reduced or removed from the Constitution through a constitutional amendment. What about the republican form of government? Can it be changed? Could our country stop being a Republic? The answer is yes! So much so that in 1993 we had a plebiscite to decide whether Brazil would remain a Republic or whether it would return to being a Monarchy. Another important point is that we live in a Democratic Rule of Law. As the sole paragraph of article 1 of the Constitution says: all power emanates from the people, who exercise it directly or through elected representatives, in accordance with the Constitution. The fundamental objectives of the Federative Republic of Brazil are to build a free, fair and supportive society; ensure national development; eradicate poverty and marginalization and reduce social and regional inequalities; and promote the good of all, without prejudice based on origin, race, sex, color, age and any other forms of discrimination. Meanwhile, article 4 provides the principles by which the Federative Republic of Brazil must be governed in its international relations. In the principles that govern international relations, we have national independence; the prevalence of human rights; self-determination of peoples; non-intervention; equality between States; the defense of peace; the peaceful resolution of conflicts; the repudiation of terrorism and racism; cooperation between people for the progress of humanity; and the granting of political asylum. Finally, we needed to talk a little about art. 2nd of the Constitution, which is the one that says that the Legislative, Executive and Judiciary are Powers of the Union, independent and harmonious among themselves. Each one performs its typical function and also its atypical functions.
