As the springs gushed out all year round and migratory birds flocked there, the Cultural Heritage Administration designated 397,600㎡ of the Samtong area as a natural monument in 1973. However, there is a claim that only the nearby farmland was designated, excluding the Samtong area where many migratory birds visit, resulting in a disadvantage. The promotion committee recently held a countermeasure meeting and agreed to “suggest a lifting measure to Jocheolwon-gun and then push through the lifting of the designation as a migratory bird habitat through a lawsuit holding the Cultural Heritage Administration and other public officials responsible.” The committee said, “The Cultural Heritage Administration designated the Samtong area as Natural Monument No. 245, citing the fact that it is a wintering ground for migratory birds, but we have confirmed that it was designated incorrectly on the cadastral map.” As no measures have been taken to lift the designation to date, around 50 residents are suffering from inconveniences in farming as well as damage to their livelihoods due to various regulations, and they are demanding the lifting of the designation and compensation for damages.
