Asking this question: can France do without Africa? induces the corollary: can Africa do without France? To this second question, it would seem that the affirmative is happening in view of an Africa that is increasingly globalized by its diversified economic exchanges, its defense subcontracted to authoritarian regimes, a diplomacy centered around the sovereignty of nation-states and a political will to assume its destiny alone. Among the latest events, there is Senegal distancing itself from the traditional ally and this decolonial spirit fanned by greedy and authoritarian powers. As for France? Its attachment to Africa continues to suffer disappointments: even if a few military bases remain, the bulk of our army has left this African continent following coups d'état and the amplification of an anti-French sentiment. Our diplomatic influence has diminished, in competition with the rest of the world, and in particular with a geostrategic shift of Africa towards this global South driven by China and Russia. However, there remains a Francophonie focused on the presence of the French language and an attraction for our culture, particularly within the African diaspora and dual nationals. There remains Franco-African economic cooperation: a little over 5% of France's foreign trade, approximately 70 billion euros, imports and exports included, or a quarter in volume of the Chinese market and the equivalent of Germany. We can add the uncertainties weighing on the CFA Franc. In short, connivances remain but Africa needs France less and vice versa.
