Former Governor Saito Motohiko was re-elected in the Hyogo Prefectural gubernatorial election following his own loss of office. Born in Kobe City, Saito is 47 years old and formerly worked at the Ministry of Internal Affairs and Communications. He served as Director of the Finance Division of Osaka Prefecture and was first elected in the last gubernatorial election in 2021, but lost his office in September after receiving a vote of no confidence from the prefectural assembly over the whistleblower document issue. In the election, which was contested by seven candidates, he appealed for continued support for the younger generation under the slogan "Don't stop Hyogo's dynamism!", defeating former Amagasaki Mayor Inamura Kazumi and others.
