According to history, Mr. Pho Bang Nguyen Sinh Sac, who was working as the Minister of Rites, was appointed as the District Chief of Binh Khe in July 1909 and worked there for nearly a year. In May 1910, he was taken back to the capital, and the Hue court tried him for crimes such as letting political prisoners escape, being harsh with the local people, not collecting enough taxes... He was also punished by the Nguyen Dynasty with 100 lashes. Thanks to the request of the Ministers Ho Dac Trung, Cao Xuan Duc... who asked the king, this punishment was changed to being demoted four ranks and dismissed. The time Mr. Pho Bang was the District Chief of Binh Khe was also the time Nguyen Tat Thanh was studying in Quy Nhon, Nguyen Tat Thanh visited his father several times. After that, Nguyen Tat Thanh went to Hue and then to Saigon to board a ship to find a way to save the country.
