He knew that due to the inertia of his predecessors, the cities of Lombardy, a name which included the entire Po Valley, had become accustomed to governing themselves, to waging war to promote the commercial interests of their merchants, and even to minting money; but from now on, things would change. The year before, in Roncaglia, the Roman law specialists summoned by Barbarossa had confirmed that he had public power over the entire kingdom, and everyone was required to obey him; everywhere in Europe, moreover, the sense of state and the duty of obedience to the king were returning to force, after having been in decline for a long time. But Milan was too populous and too rich to accept giving up its autonomy.
