From April 1, 2024, a decree of the Russian Federation comes into force obliging persons who have received citizenship of the Russian Federation, persons who have received a residence permit in the Russian Federation and citizens of the Russian Federation to replace within 1 year from the date of entry into force of this decree. If the citizenship of the Russian Federation / Residence Permit and Foreign Driver's License were obtained before 01.04.2024, then the replacement of the driver's license with a Russian model occurs without passing an exam. If the citizenship of the Russian Federation / Residence Permit and / or foreign driver's license were obtained after 01.04.2024, then the driver's license must be replaced within 1 year from the date of acquiring Russian citizenship or from the date of acquiring a residence permit in the Russian Federation with the mandatory passing of a theoretical exam. If a citizen of the Russian Federation received a foreign driver's license before 01.04.2024 and is abroad before 01.04.2024, then if this citizen enters Russia before 01.04.2024, then the driver's license is issued without passing any exam in the period from 01.04.2024 - 01.04.2025. If a citizen of the Russian Federation received a foreign driver's license after 01.04.2024, then in order to replace it with a Russian license, it is necessary to pass a theoretical exam within 1 year from the date of first entry into the territory of the Russian Federation after receiving a foreign driver's license.
