This is mostly "animal hoarding" - the pathological collection of animals. When animals are confiscated, the owners sometimes take their case to the Federal Court. The animals have to stay in the shelter until the proceedings are concluded. This can take several years. Almost half of Swiss households have a pet: 1.7 million cats, 540,000 dogs - and the number is rising.
