The movie Mill starring the great master Şener Şen tells the story of an Ottoman town where poverty and misery reign. Şener Şen, whose name in the movie is Halil Hilmi Bey, is appointed as the district governor of Sarıpınar, an Ottoman town, on the eve of World War I. Nadya, known as Kızancıklı Naciye and actually a Bulgarian immigrant, works as a dancer in this small town. All the women in the town complain about Kızancıklı Naciye, who makes a living by belly dancing half-naked in front of men. This situation was conveyed to the District Governor's Office with petitions, but Halil Hilmi Bey did not care about this either. Thereupon, the women of the town ask for help from the wife of the District Governor Halil Hilmi Bey. His wife asks Halil Hilmi Bey to pressure Kızancıklı Naciye to take custody of her. Halil Hilmi Bey, who runs to his office after receiving a reprimand from his wife, wants to teach Kızancıklı Naciye a good lesson. However, he will learn the biggest lesson of his life. He calls Kızancıklı Naciye to his room and shouts at her in his own way. However, he cannot stand Kızancıklı Naciye breaking her neck and especially fainting. Halil Hilmi Bey, who is shouting and screaming, leaves and Halil Hilmi Bey, who is pleading and saying let's try to solve the matter nicely, comes instead. The aide Hurşit, who listens to all this from the door, warns the district governor and reminds him that he was exiled by the previous district governor because of this woman. Halil Hilmi Bey meets Ömer Bey, one of the rich people of the town. Ömer Bey invites the district governor to his vineyard in the evening. In the evening, Halil Hilmi Bey, who goes to Ömer Bey's vineyard, eats and drinks with the notables of the town. As the hour passes, everyone gets drunk. Ömer Bey brings Kızancıklı Naciye to the stage in the finale of the night. Kızancıklı Naciye performs the kind of games that will leave her mark on the night. Halil Hilmi Bey, who is drunk, cannot bring Naciye to come because he is very impressed by her. The vineyard house cannot stand Kızancıklı Naciye's belly dance and the house starts to shake. Everyone in the house thinks that there is an earthquake and everyone rushes out of the house. In this chaos, Halil Hilmi Bey is injured everywhere. A small petition that he does not care about has ignited the fuse of the series of events that he will experience. When Halil Hilmi Bey comes to, he sees his aide Hurşit next to him and asks what happened. Aide Hurşit, who is aware of what happened, evades the incident with answers from the administration in order not to mention the scandal. But the arrow has left the bow. The news of the earthquake that did not happen was sent to the Istanbul newspapers by both teacher Mansur and Macedonian Gendarmerie Commander Niyazi via telegram. Rumors that there was no stone left unturned in Sarıpınar and that the district governor was seriously injured spread all over the country. Aid for the Sarıpınar earthquake has begun to be organized from all over the country and the world. District governor Halil Hilmi Bey, who wants to distribute the aid that will come in accordance with its purpose, establishes a commission and the aid request petitions that come are examined one by one by the commission. However, the aid petitions have nothing to do with earthquake victimization. All of the petitions were written by Muallim Mansur. There was a conflict between the commission member engineer Deli Kazim and the District Governor Halil Hilmi regarding the content of the petitions. The people in front of the building where the commission worked, stirred up by Muallim Mansur, became excited in the following hours and a rebellion broke out in Sarıpınar. The rebellion was suppressed by the Macedonian gendarmerie commander Niyazi. The first aid that arrived reached Sarıpınar district with the new deputy district governor. The aid convoy was met by Ömer Bey and the aid that arrived was secretly stored in the warehouse of the Zincirli Han belonging to Ömer Bey. Towards the evening, the delegation that brought the aid and the new deputy district governor had another party at Ömer Bey's garden house. In the following days, another telegram came from Babı Ali to Sarıpınar. It was announced that a group of journalists from abroad would come to Sarıpınar with the prince Şemsettin Hazrat. The governor did not know what to do in the face of this situation and was thinking hard. The solution came from the former district governor Halil Hilmi Bey. He suggests that the entire town be demolished with pickaxes and shovels. This solution is acceptable to the governor and in one night the town of Sarıpınar is demolished by the people with pickaxes and shovels. In any case, a large amount of aid will come and better houses can be built with the aid that will come.
