In the event of war in Sweden or in our immediate area, the civilian population needs to be protected. Public actors bear the primary responsibility for ensuring that the population is protected from the effects of war. At the same time, it is likely that various humanitarian actors would like to operate in Sweden or in our neighboring countries to help protect civilians and prevent human suffering. Depending on the circumstances, we may need to both give and receive support from various humanitarian or other civil organizations, while other population protection measures are taken. How can we prepare to receive humanitarian aid from others and how should this humanitarian aid be coordinated?
