On January 28, the State Duma Committee on Culture held a roundtable discussion of the draft law "On the Basics of Organizing and Holding Entertainment Events in the Russian Federation." The draft federal law, as indicated in the accompanying note by the authors, is intended to establish that: 1. only an individual entrepreneur or legal entity that is a member of one of the industry self-regulatory organizations may carry out activities to organize entertainment events; 2. the liability of the organizer and customer of entertainment events for causing harm to the life, health or property of third parties must be provided for, as well as the obligation to ensure the return of money for tickets purchased by spectators in the event of cancellation, replacement or postponement of an entertainment event; 3. it is necessary to create a system of ensuring additional property liability of members of self-regulatory organizations to spectators of entertainment events (insurance of liability for causing harm and the formation of an SRO compensation fund). It is also possible to insure the entrepreneurial risk in the event of cancellation, replacement or postponement of a spectacular and entertainment event; 4. it must be ensured that any state or municipal contract for the organization and holding of a spectacular and entertainment event is concluded exclusively with the organizer of spectacular and entertainment events - a member of a self-regulatory organization. The purpose of the event is to prepare amendments for the second reading of the bill, taking into account the opinion of the artists. The discussion was attended by deputies, Russian musicians, singers, theater and circus figures. Among the speakers were Elena Drapeko, Sergey Zheleznyak, Maxim Galkin, Alla Pugacheva, Alexander Gradsky, Andrey Makarevich, Vasily Vakulenko, Grigory Leps, Alexey Kortnev, Igor Matvienko and others.
