Haydar Aliyev Cultural Center (Azerbaijani: Heydər Əliyev Mərkəzi) is a 101 thousand square meter cultural center that was opened in 2013 in Baku, the capital of Azerbaijan. The building, whose conceptual design was done by famous architect Zaha Hadid, who won the architectural competition organized by the State of Azerbaijan, and whose detailed design was done by Turkish Cypriot architect Saffet Kaya Bekiroğlu, was constructed in 3.5 years by a Turkish company called DİA Holding. The structure, which cost 250 million dollars, includes a concert hall, conference hall, library, museum, and art galleries. Its architecture reflects the rise of the Caspian Sea in Azerbaijani mythology. The Azerbaijani government has been subject to much criticism regarding the construction process of the cultural center. Human Rights Watch reported that the government carried out a systematic operation of illegal expropriation and forced evictions to build the cultural center, while the International Construction Workers Union alleged that migrants smuggled from Bosnia and Serbia were forced to work in inhumane conditions. The structure was inaugurated at a ceremony held on November 5 to commemorate the 89th anniversary of the birth of Heydar Aliyev and the 8th anniversary of the commencement of the Heydar Aliyev Foundation.
