Since the Russian invasion, Ukraine has banned men of fighting age from leaving the country unless they have an exemption. A BBC investigation has found that almost 20,000 men have left the country illegally since the start of the war to avoid conscription. Another 21,000 have tried to leave but have been caught by Ukrainian authorities. Many crossed the border illegally, while others paid large bribes to buy their release.
